E & S Pollution Control/NPDES Permitting
The Wyoming County Conservation District has been delegated responsibility for the administration and implementation of two programs by the Pennsylvania Department of Environmental Protection:
Erosion & Sediment (E&S) Pollution Control (Chapter 102)
PA Code Title 25 Chapter 102 requires all earthmoving projects in the Commonwealth to develop an erosion and sediment pollution control plan and implement best management practices for the control of sediment pollution during construction.

National Pollutant Discharge Elimination Systems (NPDES) (Chapter 92)
PA Code Title 25 Chapter 92 requires those projects which disturb 1 acre or more, to have a National Pollutant Discharge Elimination System (NPDES) permit for Stormwater Discharges Associated with Construction Activities. As part of this permit, an approved erosion control plan is required.
